Iran's foreign policy based on good-neighborly ties?

Iran's foreign policy is supposed to be neighborly. That jarrs a little with recent events, including the sacking of the Head of the Revolutionary Guard, the comparatively moderate General Safavi, and the increasing power of the Al Quds brigades:

Iranian Foreign Ministry Spokesman Mohammad Ali Hosseini said on Wednesday that Iran's foreign policy is based on good-neighborly relations, respect for territorial integrity and consolidation of ties with all Gulf states.
